Who can vote by mail?

Voting by mail in Texas is limited to voters who:

How do I get a ballot?

To vote by mail, you must complete and submit an Application for a Ballot by Mail (ABBM) to the Early Voting Clerk. The Early Voting Clerk does not mail applications or ballots without a specific request from the voter.

An ABBM (single-use or annual) may be submitted at any time in the calendar year for an election held in that year.

The deadline to submit an ABBM is: Before the close of regular business in the Early Voting Clerk’s office, or 12 noon, whichever is later, on the 11th day before Election Day, unless that day is a Saturday, Sunday, or legal state or national holiday, in which case the last day is the first preceding regular business day. Applications must be received (not postmarked) by last day of the application period no later than 5:00 p.m.

If you submit a letter for a ballot by mail to be sent to you the letter must include:

  1. Your name and address at which you are registered to vote in the County of El Paso
  2. The address to which the ballot is to be mailed
  3. The election date and the election name for which you are requesting a ballot (for a Primary Election, you must state the Political Party)
  4. A reason why you are eligible to vote by mail. To be eligible to vote early because you expect to be out of the county, your application must include the out-of-county address where you want your ballot mailed
  5. Your signature, or a witness’ signature if you cannot sign
  6. Your Texas Driver’s License Number, Texas Identification Number or last four digits of your Social Security Number for verification. The number provided on the ballot by mail application MUST MATCH the number provided on your voter registration record. WHEN IN DOUBT, PROVIDE BOTH NUMBERS.
Where do I send my request?

If you email or fax this form to the Early Voting Clerk, you must also send the original hardcopy to the Early Voting Clerk. If you are faxing or emailing this form on or near the deadline to apply for a Ballot by Mail, you must send the original hardcopy so that the Early Voting Clerk receives it no later than the 4th business day after the day the Early Voting Clerk received your email or fax. Original signatures are required on both the fax or email image and the physical hardcopy. Electronic or photocopies of signatures are not permitted. THE HARDCOPY OF THIS APPLICATION MUST BE RECEIVED BY THE EARLY VOTING CLERK AND MEET ALL LEGALLY REQUIRED DEADLINES.

The deadline to receive an ABBM emailed by a voter is the same as for any other method of submission of the ABBM.

If you submit the ABBM by personal delivery, the application must be delivered to the Early Voting Clerk by the applicant no later than the 11th day before Election Day.
